Practical issues related to the transition to the updated version of FSES HE in the direction of preparing the Electric Power and Electrical Engineering 13.03.02 are being considered. A comparative analysis of the FSES HE has been carried out in comparison with the defunct FSES HE. Positive aspects of the updated version of the standard, as well as controversial items, were noted. During the study, general scientific approaches were used (competent, active, personal-oriented, integrated and others) to increase the effectiveness of the implementation of educational standards). The analysis revealed 12 main differences that significantly affect student learning performance. The newly introduced FSES HE 3++ standard is positioned as an update of the FSES HE 3+ standard, but in fact, it is an independent standard that completely replaces the previous one, with its set of requirements for the development, implementation and evaluation of the results of the implementation of educational programs. The rejection of the division of the undergraduate program into academic and applied ones allows you to reduce the list of documentation for providing the educational process and, at the same time, ensure a practical orientation of training by regulating the volume of practices. The establishment of a clear link between areas of professional activity and areas of professional activity with the names of areas of professional activity of professional standards allows the educational organization to determine the profile of the educational program and subsequently more specifically formulate professional competencies. The establishment of competency indicators in FSES HE 3++ allows the formation of a small number of professional competencies with several indicators of each achievement, or several professional competencies with the establishment of only one indicator of achievement for each competency. The absence of registered sample basic educational programs in the new FSES HE 3++ standard is perhaps the only negative factor. The presence of professional competencies (mandatory and recommended) in the sample basic educational programs would ensure a unified approach in all educational organizations to assessing the results of the implementation of educational programs in the direction of training.
